Tom Crosby (Chairman)

Tom helped Establish Lowcountry CERT in 2007, and was elected as Chairman in February 2008.

 

Tom has acted as President of Q.H.H.O.A. for the past 18-years, owner of TAC Services for the past 16 years and has been a licensed real estate agent in South Carolina sense 2003.  He has received several awards for his services both in the corporate and consumer areas, and in 2006, Tom was named the Liaison for East Cooper CERT to coordinate emergency response east of the Cooper River.

 

 

Art George (Assistant Chairman)
Art was elected in February 2008 to fill the vacant term of the Assistant Chairman. Art was re-elected February, 2009

Bachelor degrees in Philosophy and in Business Management and Economics with a concentration in Fire Administration; four years service as a medic in the US Army; twenty-eight years in The Pittsburgh, Pennsylvania Fire Department retiring as the Assistant Chief; former field instructor for The Pennsylvania State Fire Academy teaching classes on the departmental, county, regional, and state level; graduate of the National Fire Academy Executive Fire Officers Program; former part time instructor for The Community College of Allegheny County, Pittsburgh, PA; prior member of The Pennsylvania Firefighters Professional Qualification Board; former project manager for Region 13 (Southwestern Pennsylvania Emergency Response Group); past president of The Fire Chief and Assistant Chief Association of Southwestern Pennsylvania; involved with Charleston County, S C, Community Emergency Response Team (CERT) since 2005; presently a member of the City of North Charleston, SC, Arts Advisory committee.

 

 

Barbara Eggers-Parker (Secretary)

Barbara was elected secretary in February 2010.

 

Barbara completed the CERT and DART Programs in 2007 and is presently the chair of the LCERT Membership Committee and a member of the Continuing Education Committee. She lives in West Ashley with her husband Ron and three spoiled cats. She volunteers at the Charleston Animal Society and is always involved in animal rescue efforts. Barbara is an emeritus professional member of the American Society of Safety Engineers and the American Chemical Society. She recently retired from Trident Technical College after serving as Director of Health, Human Services, Safety and Industrial Training and Apprenticeships. She spent 17 years in higher education after retiring from Digital Equipment Corporation in Boston. She served as Engineering Manager for semiconductor packaging and printed wiring board manufacturing. She acted as project manager implementing technologies across the globe.

 

She holds a BS in Chemistry and Biology (Suffolk University), an MS in Biochemistry and Organic Chemistry (U. of New Hampshire) and a Certificate in Leadership in Higher Education from the U. of S.C.

 

 

David Dawson (Treasurer)

Dave was elected as Treasurer in February, 2009.

 

Dave is a resident of Mount Pleasant, has been married for over 33 years, and also has two children who reside in the area.  One is a local police officer and the other is preparing to work for the Department of Homeland Security as a Border Patrol Agent.  The police officer is also a CERT graduate and a team member of C-11. 

 

Dave has been actively involved with CERT since 2005 when he completed the CERT training course.   He has been the team leader for CERT teams 5 and 11 since 2006 when the then team leader, Tom Crosby, moved up to the liaison position.

 

Dave is a retired Federal bank examiner with a Bachelors Degree in Business from The Citadel, and is also a graduate of the Graduate School of Banking at Louisiana State University.   In his 35 years as a bank examiner, he was extensively involved in auditing the books of banks of all sizes, including multi-billion dollar institutions.  Since retiring he has also worked as a bank consultant performing loan audits and due-diligence audits of financial institutions. 

 

He has also served as treasurer of two separate churches in which he was a member, as well as treasurer for the homeowner’s association of a previous subdivision he resided in before moving to Charleston.

 

 

Jim Tarter (Charleston County Advisor)
Jim is a retired Paramedic. He is currently the Training Coordinator for Charleston County Emergency Management Department. Most Lowcountry CERT members recognize Jim as the primary person responsible for training all Charleston County CERTs. Jim was also instrumental in forming the non-profit Lowcountry CERT organization. He continues to serve as Charleston County's appointed representative Advisor on the Lowcountry CERT Board of Directors.

 

 

Rob Moyers (Dorchester County Advisor)

With over 15 years of law enforcement experience, Rob Moyers now serves as the Emergency Planner for the Dorchester County Emergency Management Department.

 

Rob is a graduate of Charter Oak State College in Connecticut and holds a Bachelor of Science degree in Individualized Studies.  He also completed undergraduate certificate programs in Emergency Management, Intelligence Analysis and Administration of Justice while working towards his degree.

 

Originally from Northern Virginia, Rob now resides in Mount Pleasant with his wife, Delain.
